Public Notice - Comments by Citizens
Policy & Regulation 9322 - Public comments regarding agenda items only will be heard prior to the Superintendent recommendations and Board vote on pending motions. Additional public comments may accompany certain presentations or items contained in the Superintendent’s report at the discretion of the Board President, and will be subject to the same parameters as all other public comment sessions as outlined. Public participation portion of the meeting shall be limited to 30 minutes. A citizen must first state his or her name, place of residence and group or affiliation, if applicable. Each statement will be limited to three (3) minutes duration. No participant may speak more than once on the sample topic unless all others who wish to speak on said topic have been heard. All statements shall be directed to the presiding officer; no participants may address or question an administrator, unless a presentation has previously advertised a question/answer portion.
The presiding officer may interrupt, warn, or terminate a participant’s statement when the statement is too lengthy, duplicative, personally directed, abusive, obscene, or irrelevant. Request any individual to leave the meeting when that person does not observe reasonable decorum. Request the assistance of law enforcement officers in the removal of a disorderly person when that person’s conduct interferes with the orderly progress of the meeting. Call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action. Waive these rules when necessary for the protection of privacy or the efficient administration of the board’s business.
